Step 1 : Change IP Address for both the computers you like to connect. For Changing the IP address Go to Control Panel --> Network and Internet--> Network and Sharing Center--> Change Adapter Settings . Double Click Local Area Connection and select Properties, In that Double click Internet protocol version 4 (TCP/IPv4). 

A new dialog box will open, in that select Use the following IP address. Enter  the IP address  192.168.1.1 in first system and 192.168.1.2 in the second system. Enter the subnet mask as 255.255.255.0 in both the computers.

Step 2 : Go to Control Panel --> Network and Internet--> Network and Sharing Center--> Change Advanced sharing settings. Change the following setting as shown in figure in your Home or public network in both the computers.

Step 3 : Now the Computer Names will be displayed in the My Computer-->Network. You can access the files which is allowed for sharing with other computers.
